SandyMaloneFargo, ND – A man who had been shot by police livestreamed a video of himself before the standoff ended early Thursday morning (video below).
The Fargo Police Department (FPD) said officers responded to a call for domestic abuse disturbance at an apartment complex at about 11:27 p.m. on March 21, according to Inforum.
The police report said the dispatcher heard yelling, arguing, and crying in the background of the call. The dispatcher also heard a woman yelling at a man to get out of the apartment, according to the report.
While officers were en route to the address, the dispatcher confirmed that a woman at the address had a protective order against Orlando Estrada, and advised officers of that fact.
When officers arrived at the apartment, they ordered 28-year-old Estrada to leave, Inforum reported.
Estrada opened the door and waved a large knife at police, and Fargo Police Officer Jacob Rued shot and wounded him.
Then he went back inside the apartment and proceeded to post a live video.
He displayed his gunshot wound to the camera, up close and personal, the video showed.
Meanwhile, the Red River Valley Swat Team set up a perimeter and began negotiations with the wounded suspect, according to the Grand Forks Herald.
The video showed him telling police that he wasn’t coming out, and that he wanted to talk to the officer who shot him, and his brother or his “baby-mama” before he went to jail.
Police tried to get Estrada to come out of his apartment, but he continued to refuse and demanded an opportunity to talk to his list of people.
In the video, Estrada told police he knew he had to go in the ambulance, but that he wanted to talk to his brother first.
“I just want to know why you all shot me for … Just tell me why you shot me and I’ll open the f**kin door bro!” he said.
The negotiator apparently told him they would tell him if he came out of the apartment, although only the suspect’s side of the conversation can be heard at that point in the video.
“So you can tell me why you shot me, I gotta come out the f**king door?” Estrada asked incredulously.
He reiterated his desire to talk to the officer who had shot him, and the officer negotiating with him, who can barely be heard, told him that officer had been relieved.
In the video, Estrada seemed to want a prolonged negotiation with police, as officers continued to ask him to give himself up, but his speech became progressively slurred.
Eight minutes into the 11 minute video, Estrada told police things were fuzzy, and then he began moaning as if in terrible pain.
The video ended when he allowed police to take him into custody, and transport him to the hospital, according to Inforum.
Estrada was charged with violation of a no-contact order and felony aggravated assault of a peace officer, and was booked into the Cass County Jail where he remained in custody Thursday, according to the Grand Forks Herald.
Officer Rued was placed on administrative leave pending investigation, as is protocol.
The North Dakota Bureau of Criminal Investigation will lead the investigation into the officer-involved shooting.
